CASA provides templates for the Remote Operator Certificate (ReOC) Operations Manual and Operational Procedures Library. ReOC Applications which adhere closely to the structure of these manuals may be processed by Industry Delegates allowing the applicant to avoid much of the interaction with the regulator that is otherwise required.
The manuals are a mixture of guidance and compliance requirements. You need manuals to comply with the requirements of CASR 101.335.
The content in the Operations Manual relates primarily to the prescriptive compliance requirements of CASR 101. The Operational Procedures Library is comprised of your in-house practices and procedures. The content in the sample manuals has been provided to facilitate a level of standardization across the industry. It is understood that operating procedures are outside of the scope of the ‘one size fits all’ methodology and there is an expectation that more complex and higher risk operations will require additional procedures.

Dos and Don’ts
RECOMMENDATION: Uncrewed Approvals recommends that you make only the absolutely necessary changes to the manuals prior to the initial issue of your ReOC. Once your ReOC has been issued and you have some operational experience you can develop and incorporate any additional procedures as required.
WARNING: It is very important that applicants remember that changing significant portions of the manuals may remove the delegates ability to process the application. There is some flexibility to add additional procedures into the Procedures Library but only minimal scope for content changes to the Operations Manual.
Making the changes
Most of the areas in the manual where changes is required is shown in pale blue. Some pale blue text needs to be deleted as it is provided for guidance or instruction only.
Area where applicant information is required are shown in red italics. It is much quicker to change these items by using the search and replace function in your word processor.
The SAMPLE watermark throughout the document must be removed. In MS Word that can be achieved by going to the Design / Watermark menu options and selecting Remove Watermark.
The Operational Library contains a specific section for each RPAS type operated by the ReOC. The library must include copies of any user manuals , maintenance manuals, checklists etc that are relevant to each individual type of RPAS. Where 3rd party content is available in an up-to-date form on the manufacturer’s website it is recommended that a link or reference to the web site is included in the library rather than a complete copy of the document which will need to be kept up to date. Ensure that all RPAS listed on the Form 101-06 are included in the library.
Acceptable Formats
CASA will only accept documents in Microsoft Word (doc / docx) or Adobe Acrobat (pdf) formats.
Please do not supply documents in any other format as they will be rejected.
